Net Energy Metering Successor Program (PC 78)

The Utility RELIEF Act requires the Maryland Public Service Commission to establish a new Net Metering successor program by July 1, 2027, transitioning from the current NEM paradigm.

As part of this transition, the PSC had to decide on the milestone that behind the meter projects must meet by July 1, 2027, to be eligible for grandfathering under the current NEM paradigm.

In this proceeding MRSC advocated that interconnection application submitted was the appropriate milestone. See here for MRSC’s filing. Despite having agreement from OPC, MEA, PSC Staff and the rest of the industry, the PSC decided that the utilities’ interpretation was correct and are requiring non-community solar systems to have received Permission to Operate from their utility by July 1, 2027, to be eligible for the current net metering paradigm.

Establishment of NEM Successor Program

To meet its statutory deadline of having an Order by February 1, 2027, detailing the net metering successor program, the PSC established PC 78, the Net Metering Successor Working group. MRSC is actively involved in this ongoing proceeding, in coordination with other solar trade associations.
